The common point of policies aimed at regulating open access to publications produced from research supported by public resources is to immediately store the final copies of the referee-controlled publications in corporate archives and to provide them with optional access (immediate deposit / optional access). Another important point is that only the publications stored in institutional archives are taken into consideration in research and academic performance evaluation. Today, in Liege (Belgium), Minho (Portugal) and Luxembourg Universities, which make such open access policies compulsory, the percentages of policy adherence are much higher than those in universities where only open access policies are in effect.
